It’s intended to give them a jump start on the game and eliminate a portion of the early game grind. The Battle Ready Dweller feature in Fallout 76 allows players to start their adventure automatically at level 20. Additionally, they’ll be able to select from 5 preset loadouts, that have varying weapons, perks, and Special stat distribution. You will make this choice as soon as you leave Vault 76 but before heading out into Appalachia.
This feature is intended to help returning players avoid the early-game grind or get new players off to a strong start without needing to worry about being overwhelmed by early-game enemies. Of course, you can still choose to start the game as a “Fresh Dweller”. This is essentially how the game used to be, starting you off at level 1 with nothing more than the most basic equipment that all other players were given.
