No, Granblue Fantasy: Relink does not have character customization. You do not play as a custom character. Instead, you can choose between either Gran (the male protagonist) or Djeeta (the female protagonist). You cannot customize either of them or any of the other playable characters in the game.
Like a lot of character-centric JRPGs and action RPGs, Granblue Fantasy: Relink does not allow for any form of customization. All of the characters in the game, save for one, are pre-existing characters from within the world of Granblue Fantasy.
