What is Phantom Liberty?
Phantom Liberty is an enormous story expansion that takes place between Acts 2 and 3 of the main narrative. The DLC has V teaming up with sleeper agent, Solomon Reed — played by Idris Elba —looking to save the NUSA president, whose plane has crashed in the Night City district of Dogtown.
The story offers a spy-thriller story, where players must make use of new weapons and tech to navigate a treacherous landscape in order to save the president and come out alive in the process. In exchange for helping with the mission, V is given an offer they can’t refuse; a chance to be saved.
