Yes, technically, Avatar: Frontiers of Pandora is playable on the Steam Deck. However, it is not officially sold via the Steam storefront for the Steam Deck and requires players to install Ubisoft’s launcher to get it to run. Even if you are able to get it to run on the Steam Deck, it doesn’t run very well, barely hitting 30 FPS consistently.

Of course, Avatar: Frontiers of Pandora is available for Steam on PC. However, getting it to run on the handheld seems nigh on impossible without an official port from the developers.
