These weapons are called Terminus Weapons and can only be unlocked after you’ve completed the entire campaign and reached the endgame. How to Unlock All Terminus Weapons in Granblue Fantasy: Relink

Players unlock each Terminus Weapon in Granblue Fantasy: Relink by defeating the boss Proto Bahamut on Proud Difficulty during the The Tale of Bahamut’s Rage quest. Terminus Weapons are not guaranteed to drop once the boss is killed, as your reward is random. However, this is the only way to get them, so you’ll need to grind this boss in order to unlock them all.

Players will unlock Proud difficulty by reaching the Zegagrande Legend rank. This is done by completing every key quest in the Easy, Normal, Hard, Very Hard, Extreme, and Maniac difficulties. Once you’ve unlocked Proud difficulty, you’ll need to complete all of its key quests to automatically unlock The Tale of Bahamut’s Rage quest.
